3. Rubbish Collection Issues: As per the request of the Board of Selectmen, I have asked our contractor for Rubbish Collection to attend this meeting to discuss rubbish collection issues.

4. Opening of Bids – Oliver Road Lot: As of this draft, the Town has yet to receive a single bid on this property (see attached ad posted in September). If none are received by the closing date, I recommend a renewed advertising effort and extension until the second meeting in January 2004.

5. Code Enforcement Issues: Code Enforcement Officer Dick Gould will be present to discuss with the board three separate issues which require direction or action from the Selectmen before he may proceed.

6. Property Tax Abatement Requests: The Town has received several requests for tax abatement, all of which have been reviewed by our agent for the Board of Assessors. Town Clerk Roxanne Lizotte will be present to discuss these abatements with the Board of Assessors. I recommend that the Board follow the recommendations given by the Agent for the Board of Assessors.

7. Maine Woods Vision and Policy Suggestions: I have spent a great deal of time studying and participating in public policy issues related to the North Maine Woods. I have taken the time to write a proposal – a vision - for the North Maine Woods which I believe should be adopted by the State as well as communities within the Maine Woods as a template for future policy discussions. I hope the Board of Selectmen will consider adopting a resolution supporting these policy recommendations as a guiding principal for the Town’s position on Maine Woods Issues.

8. Letter to Piscataquis County Commissioners – Depot Street and Annexation: The attached letter – drafted for your consideration and eventual signature – addresses two issues. The first is the plowing of Depot Street, which is no longer being paid for by the Greenville Steam Plant, and should now be paid for by the County as this is a public way in the Unorganized Territory. The second issue is the proposed annexation and secession of parts of Greenville and Moosehead Junction Twp. to relieve some homeowners in the Unorganized Territory from paying higher Greenville taxes on their backyards, yet allow for land adjacent to the Greenville Industrial Park to become part of the Town for future development. I recommend the Board approve and sign the letter as drafted.

9. Town of Greenville Holiday Party & Hours of Operation: The best date for DKB Catering for the annual holiday party is Friday, December 19. I recommend the Board approve this date and authorize invites the same as last year. Also, this year both Christmas and New Year’s Day fall on Thursdays. In the past, the Town Office has closed early on Christmas Eve, as a courtesy to our employees. Our Town Office employees have asked if instead of having a short day on the day before Christmas and/or the day before New Year’s Day that these both be full days, and that the office be closed all day on December 26 (January 2 would be a full day of work). I support this proposal, and ask that the Board of Selectmen consider this change.

10. Piscataquis County Budget Hearing – Monday, November 24, 2003: The public hearing for the 2004 Piscataquis County Budget is set for 7:00 PM Monday, November 24, 2003 at the Superior Court room in Dover-Foxcroft. I recommend that the Board discuss the proposed budget (in your folders) and prepare recommendations prior to the meeting. As a starting point, I recommend the Town of Greenville show strong support for the PCEDC, as well as fully-staffing and physically accommodating the emergency dispatch service provided by the Sheriff’s Department. Finally, it would be good to support legislative reform which would lead to sharing of revenue collected by unorganized territories which depend upon service center communities such as Greenville.

11. Letter to MDOT Commissioner David Cole – Opposition to Funding Changes for General Aviation Projects: At the last Greenville Airport Advisory Committee Meeting, the Town found out through our engineer that the MDOT is now decreasing its contribution toward capital projects such as Greenville’s runway reconstruction by 50%. In other words, instead of major capital projects being split 90% federal, 5% state, 5% local, the state will only pay 2.5% beginning in 2004. Therefore, the Town of Greenville will need to come up with 7.5% of the project costs instead of 5%, while the state decreases its contribution to 2.5%. This will increase our projected local share from $150,000 to $225,000 in 2005. This news comes only 4 months after we were told that reimbursement from the MDOT for winter maintenance at the airport – previously capped at $2,300 per year per general aviation airport – would be eliminated. This is unacceptable – I recommend the Board sign the letter I have prepared.
