5. Library Structure: An amended draft of the proposed library resolution is attached for the Board’s consideration. This resolution is meant to codify the library as a department of the Town, and to better define the role of the library board of trustees to the library, a town department. Also, the Selectmen will be given an update on drainage and mold issues at the library.

6. Snowmobile Trail Grooming Program Agreement and Committee Structure: These two documents will be presented at the meeting for the Board’s consideration and approval.

7. Update on C.A. Dean Hospital Project: C.A. Dean Hospital President and CEO Geno Murray will be present to share with the Board of Selectmen the current status of the hospital project and the growing momentum of the hospital’s capital campaign.

8. MDOT Road Maintenance of Route 15: The attached letter from MDOT Commissioner David Cole regarding winter maintenance of Route 15 indicates that the State intends to essentially continue its same operational plan this winter as last winter. I will have a subsequent letter for the Board to consider which requests that the MDOT change their plans, move the maintenance division line south to Monson, and invest greater authority to the Jackman maintenance garage crew to maintain our winter roads properly and consistently. To accomplish this, additional personnel may be necessary. Courtesy copies of this letter will be sent to our legislative delegation.

9. Regional Infrastructure Development Fund Update: The attached proposal has been heard and favorably received by the Greenville Board of Selectmen, the Piscataquis County Commissioners, the Maine Service Centers Coalition, and has been supported in an editorial by the Bangor Daily News. Meetings are being set up with our legislative delegation and with Governor Baldacci to discuss this matter further.
