3. Shaw Public Library: Two issues persist for the Shaw Public Library. First, groundwater penetration into the basement continues. The MDOT began this week to excavate, reveal, and repair damage to the under drain connecting the catch basin between the library and Auntie M’s. Once this is done, the library and the Town can secure a contractor to install a perimeter drain around the property. Second, the Town needs to develop a resolution which outlines the governing authority and the operating procedures for the library – outlining the relationship between the Town and the Shaw Library Board of Trustees. I will present such a resolution to the Board at this meeting, and members of the Board of Trustees will be present to discuss this draft.

4. Fire Chief Report: John Cobb has been Greenville’s Fire Chief since July 1, 2005. Many productive, positive outcomes have occurred since July 1. I have asked John to present to the Board an update on activities.

5. Police Chief Report: This report was tabled at the last meeting.

6. Snowmobile Program: There has been concern raised by members of the Board of Selectmen regarding the condition – the maintenance – of the existing snowmobile trail groomers. In a recent review of these machines, it became clear that some members of the Board feel strongly about this program, and that if the machines will not be well maintained, than the program should be terminated. Conversely, our trail grooming program coordinator is a volunteer who has taken on the task of trying to groom 70 miles of trail with substandard equipment. Our trail grooming program coordinator (who is a volunteer) has (apparently) resigned from the program as a result of this disagreement.

It is clear that a trail grooming program of some sort MUST be implemented this winter if there is to be good snowmobiling, and therefore commercial activity in Greenville from snowmobilers. Following discussions with the trailmaster for the Moosehead Riders Snowmobile Club, I will present a series of options for the Board’s consideration at this next meeting. I believe it is essential that this program run this winter, and run better than it has in recent years. With the help of the snowmobile club, and some changes in operation of the program, I believe this can be accomplished, again with no financial commitment from the Town of Greenville, other than the management of non-local tax dollar funds.

7. Landfill Corrective Action: As predicted, the Maine Department of Environmental Protection has issued a notice of violation for our landfill, complete with a request for a combination of corrective action and a landfill closure plan. I have met with engineer Shawn Small to develop a strategy for how to return to compliance with the DEP. I will present this plan to the Board.
