3. Moorings: Concerns have been raised (again) about the number and location of moorings in West and East Coves of Moosehead Lake. The Town of Greenville has the ability to regulate the placement of these moorings if it chooses to adopt a local ordinance to this effect. Absent this action, there appears to be little enforcement possible by any other agency. I believe some representatives from the Moosehead Marine Museum will be present at the meeting to speak to this issue.

4. Appointment to Planning Board: One term on the Planning Board has expired and the member – Bob Hamer – has notified the Town Clerk that he does not wish to be reappointed. There is one candidate interested in being appointed to the alternate position. This person’s application for appointment to the Planning Board is attached for the Board’s review.

5. Septage Waste Site License Change: If the Board of Selectmen is prepared to take action, this license may be transferred from the Town to the Moosehead Sanitary District (see attached paperwork from DEP, initiated by the MSD). I recommend this license change paperwork be approved, but that the Town also enter into some agreement with the MSD (separate from the DEP license), establishing that Greenville residents will have priority over residents and business located outside of Greenville in regard to disposal of septage waste; notification of rate changes for material dumped at the site; agreement to use funds held by the Town for the septage waste site for future improvements to the current site, placement of the winter storage tanks at the land spreading site, and development of additional land spreading space at the MSD site.

6. Discontinuation of Sandy Bay Trash Pickup Site: The attached letter was received in the Town Office today, discontinuing permission by the private landowner to allow a trash pickup site off the Lily Bay Road near Sandy Bay. As per previous discussions with the landowner, this site will have the current sign replaced with a “no dumping” sign. We will also send a letter to the residents in this area, explaining that the site has been discontinued and that they must make arrangements to take their rubbish to the landfill on their own. When the last pickup spot was discontinued, the Town told the Sandy Bay Association that if they wanted a new spot, they would have to locate one and seek private landowner permission prior to the Town considering it. I recommend the same instructions be given to the association again.

7. Proclamation – Bangor Troop Greeters: American Legion Post Commander Pete Johnson has drafted for consideration by the Board of Selectmen a proclamation for presentation to the Bangor Troop Greeters this Friday, August 18 at a ceremony on the Katahdin. I recommend the Board sign this proclamation.
