3. Request for Purchase of Tax-Acquired Property off Ridge Parkway: Mr. Donne Tompkins has requested to repurchase land acquired by the Town due to non-payment of taxes. The property was actually acquired from a relative of Mr. Tompkins several years ago. The site is currently used as a site for the Town’s dumpster. Town Clerk Roxanne Lizotte and I will have more information for the Board at this meeting.

4. Memorandum of Understanding – NREC: Last month, NREC President Eric Ward requested that the Board review this latest MOU and consider adopting it (as authorized by the 2005 Annual Town Meeting). Eric will be present to answer any questions Board members may have regarding this MOU.

5. Air Rally: The Town of Greenville has been selected as one of several sites for an international air rally this summer. August 18, 2005, approximately 25 planes and their passengers will arrive in Greenville to spend the afternoon and overnight. The Moosehead Lake Region Chamber of Commerce has worked diligently to make this rally happen. It would be appropriate (and appreciated) if a representative of the Board of Selectmen would agree to meet with the air rally participants during their dinner and cruise on the Katahdin. I will have more details at the meeting.

6. Police Chief’s Report & Nominee for Constable Position (Executive Session): Police Chief Duane Alexander will provide an update to the Board on the Police Department’s activities, and also present the name of a candidate of a new constable for the department. The Greenville Police Department, now relying so heavily on constables to fill weekly openings within the schedule, would benefit greatly from the addition of one or more qualified constables to be available to work part-time for the Town.

7. Library Issues: There are two pressing issues at the library – flooding in the basement and the status of the library as a department of the town. I believe the library is a department of the town: a legal interpretation indicates the Board of trustees to be an advisory committee elected by the community, and that financial and operational responsibilities for the library fall back onto Town government, ultimately. I recommend that the Board approve a resolution which clarifies the library to be a department, and in the resolution, outline how financial and operational oversight will occur from this point forward.

The more pressing issue of the flooding in the basement needs immediate attention. We are trying to craft, with the help of our insurance company, a short-term and a long-term solution to this problem. We’ll have details at the meeting.

8. Landfill Update: A contingent of Town officials inspected the landfill last Friday, July 29, 2005 with engineer Shawn Small and contractor David Eastman. Our contractor has made significant progress in improving deficiencies in the operation of the landfill. I will have a full report for the Board at the meeting.

9. Septage Waste Site Update: The Town of Greenville will have a new license for land spreading of septage waste at the Moosehead Sanitary District by the end of August, if not sooner. Due to some new changes in thresholds for nitrogen levels, the Greenville site will have a lower limit for total gallons which may be applied to the site over the course of a year. I recommend that the Board of Selectmen (1) consider a letter to Beaver Cove, Shirley, and Piscataquis County to urge cooperation and immediate action to secure and build a larger facility for everyone’s use, and (2) to consider who will maintain and operate the septage waste site, and under who’s authority.
